Are Many Laws Related to Securities Unconstitutional?

If money is speech, then are many laws related to securities unconstitutional?

Additionally, if we have the right to assemble peacefully, do we have the right to assemble into decentralized autonomous organizations that are transparent in the revenue and net profit they collect, and is there a constitutional right to communicate with cryptocurrency in the form of dividends to stakeholders?

I ask this in relation to Bitcoin Cash since it appears that there are now smart contract capabilities being developed on top of Bitcoin Cash.

What do you think? How should security laws be written? Who should decide what laws related to securities exist? The People? Is our government not supposed to be FOR and BY the people?
